F. Appleton is currently a Senior Fellow with the Regional
Plan Association (RPA) of New York City, and a Visiting
Fellow at the City University of New York Institute of Urban
Systems (CIUS). In both capacities, his work concentrates
on finding solutions to longstanding public policy problems
through innovatively integrating public finance, environment,
infrastructure and community development. Mr. Appleton also
consults from time to time for national and international
clients on issues of water and environmental policy, water
utility financing, and the use of ecosystem services for
working landscape preservation. Between 1990 and 1993, Mr.
Appleton served as New York City Commissioner of Environmental
Protection and Director of the New York City Water and Sewer
System, in which capacity he designed and directed the implementation
of the New York City watershed protection program and the
other ecosystem services programs discussed above.
